The City is creating a new Transit Expansion Office with a mandate to lead and direct the City’s participation in long term, multi-billion dollar transit network expansion projects. The City is looking for an Executive Director to lead this exciting new office to drive and advance the implementation of transit expansion projects by developing a framework for coordinating efforts across multiple internal and external partners, while protecting City interests and priorities. Another important role of the Office is to provide a single point of access for all City divisions, the TTC, and Metrolinx to municipal programs and services required to advance transit expansion projects and ensure that transit-related municipal processes are streamlined for the City to "speak with one voice" on transit program matters.
Transit is a key priority for City Council and senior levels of government. As the Executive Director of the Transit Expansion Office, you will be the champion of best practices and collaboration and drive the City of Toronto's participation in rapid transit expansion projects and related initiatives, with a primary focus on coordinating with internal and external partners. This will include a cross-section of City divisions, TTC and Metrolinx participants – the work required to enhance the transit network and mobility. Priorities will include participating in negotiations with Senior City Officials and provincial and municipal partners on program governance, funding and legal agreements. Reporting to the Deputy City Manager, Infrastructure and Development Services, you will build a new team and set the overall strategic direction for the Office by establishing divisional goals, objectives and priorities aligned with corporate strategies and priorities, as well as establish the Transit Expansion Office systems, programs, processes and structure needed to implement program management methodologies.
You will set multi-year work plans for transit projects, oversee end-to-end program management, and maximize effectiveness, efficiency, resource control and reporting while ensuring the financial administration and organizational effectiveness of the Office.
This multi-stakeholder environment will benefit from your expertise as a relationship and consensus builder, able to engage positively with executive professionals within the public, private and community-based sectors. This work will enable you to facilitate, negotiate, influence and ensure proper governance structures and project agreements for the successful delivery, implementation and transition of transit programs.
As a builder, you will create and manage a collaborative, adaptive, high-performing team; create opportunities for service improvement, efficiencies and shared success, making the necessary changes required for the successful implementation of rapid transit projects.
The Mayor, City Council, Council Standing Committees, and relevant Agencies and Corporations will also look to you for strategic advice and guidance on applicable policies, standards and transit expansion matters.
This opportunity calls for an accomplished, innovative senior manager with a university degree in a relevant discipline and a proven track record of progressive leadership, including short- and long-term financial planning and case load forecasting for the development of budgets and the establishment of financial management systems.
Your leadership experience will include the facilitation of effective labour relations, annual budget administration, control expenditures, and the alignment of investments to ensure that projected results are delivered with fiscal responsibility, effectiveness and efficiency of systems and processes. An accomplished communicator, you will skilfully manage media relations and represent the City in various public forums to promote transit projects.
