Manager – Transit Projects

An experienced, results-oriented manager of projects, programs and people, conversant with road operations, traffic engineering and transit infrastructure, and adept at resolving multimodal issues to maximize the safety and efficiency of the road system, you welcome the opportunity to provide best practices leadership within the Transportation Services Division of the City of Toronto.

Reporting to the Director, Transportation Planning & Capital Program, you will lead and manage divisional planning, programming, coordination and implementation efforts related to transit expansion projects being undertaken by Metrolinx in the City of Toronto, including Eglinton Crosstown, Finch Light Rail Transit, Sheppard Light Rail Transit, Regional Express Rail, Smart Track and other projects, as required.

As Manager of the Transit Projects Unit, you will develop and implement plans, programs, policies and standard practices with the objective of ensuring that the City's interests and assets are protected and that public safety and movement are safeguarded. This will involve cross-divisional work and extensive internal and external engagement and interface with Councillors, Metrolinx, consultants, contractors, stakeholders and the general public.


Your primary responsibilities as Manager of Transit Projects will be varied, but you’ll be expected to:

  1. Lead and coordinate City transportation matters and interfaces and responses to Metrolinx projects, from conception to opening, including input into project scope, TPAP and EA, outline design, design review at relevant stages, contract documentation review, traffic management review, permit application review and issuance, and oversight of traffic management and highway operations to ensure public safety and protection of City assets.
  2. Review and track project progress and issues, formulating and agreeing on approaches to resolve these, including regular reporting to senior management.
  3. Work to advance and expedite delivery of transit projects while safeguarding City assets and the public interest. 
  4. Develop and implement detailed plans and recommend policies regarding program-specific requirements.
  5. Manage assigned projects, manage, motivate and train Unit staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and innovation in service delivery.
  6. Supervise the day-to-day operation of all assigned staff, including scheduling, assigning and reviewing work, authorizing and controlling vacation and overtime requests, monitoring and evaluating staff performance, approving salary increments and recommending disciplinary action when necessary.
  7. Develop, recommend and administer the annual budget for the Unit, ensuring that expenditures are controlled and maintained within approved budget limitations.
  8. Coordinate and lead the preparation of cost recovery submissions and invoices to Metrolinx.
  9. Manage the Transit Projects Unit to meet the goals of the Division, Department and Corporation, including the planning, organization, administration, monitoring, coordination and reporting of all program activities assigned to the Unit.
  10. Act as Transportation’s representative on internal and external working groups, as requested.
  11. Recommend and manage consultant studies or work, as required.
  12. Foster and maintain cooperative working relationships within, and external to, the Division.
  13. Develop processes and tools to increase efficiencies and improve the effectiveness of services provided by the Unit.
  14. Prepare, and direct the preparation of, reports, various types of correspondence and presentations to City Council, Committees of Council, Councillors, senior staff, other agencies and the general public.
  15. Represent the Transportation Services Division at City Council, Committees of Council, external agency meetings, stakeholder meetings and public meetings.
  16. Represent the Transportation Services Division on Metrolinx Transit projects in interviews with the media.
  17. Respond to public requests/complaints regarding the efficiency/adequacy of the existing City transportation system.
  18. Participate in organization and management change initiatives and the creation of a workplace that supports, and is conducive to, a high level of performance.
  19. Develop and lead the management initiatives required to build/change the delivery of services via working teams, committees and external agencies/organizations.
  20. Provide high-quality customer service to clients within, and external to, Transportation Services through improvement strategies, including communications, education, technological improvement, best practices, and quality control programs.
  21. Provide leadership in project management and administration of Metrolinx Transit projects.

Qualités requises


Your application for the role of Manager – Transit Projects must describe your qualifications as they relate to:

  1. Post-secondary education in Civil Engineering, Transportation, Planning or Project Management, or a suitable equivalent combination of education and experience.
  2. Experience in program and staff management gained through progressively more responsible positions in transportation engineering, or a similar related discipline, in a unionized environment or large-scale organization.
  3. Experience in undertaking technical assessments to navigate complex, multimodal issues and conflicts, as well as devising solutions that maximize the safety and efficiency of the road system.
  4. Extensive knowledge of road operations, traffic engineering and transit projects operations and infrastructure, as well as relevant policies and related provincial regulations, and the ability to negotiate and make recommendations to senior management on related matters.
  5. Ability to motivate, train and/or manage staff.
  6. Highly developed interpersonal skills, with the ability to interact and communicate effectively, both verbally and in writing.
  7. Effective decision-making skills, demonstrating innovation and results-oriented leadership, fiscal accountability, and a strong customer service orientation.
  8. Highly developed human relations skills, with the ability to build effective relationships, communicate at all levels of the organization and deal effectively with the public, the media, political representatives, diverse community stakeholders, and staff at all levels of the organization.
  9. Political acumen, judgement and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
  10. Ability to effectively represent the Division, maintain relations and work with community groups, the general public, elected officials, employees, internal and external clients and consultants.
  11. Ability to operate as a fully accountable program leader, including budget management and sound fiscal accountability and effective knowledge transfer.
  12. Familiarity with all relevant provincial and municipal legislation, Ontario Statutes, including Occupational Health and Safety Act, contractual obligations and related corporate policies.
